An Investor Guide to ILO Convention 193: Company Engagement, Ratification and Implementation

ILO Convention No. 193 on Decent Work in the Platform Economy (C193), adopted in June 2026, is the first binding international labour standard designed specifically for digital platform work. It covers fundamental rights at work, employment classification, pay, social security, occupational safety and health, algorithmic management, personal data, account deactivation, migrant protection, dispute resolution and enforcement. For investors interested in workers’ rights, C193 provides a practical framework for understanding the risks particular to gig and platform work.

Over the past year, ICCR, as co-secretariat with Equidem of the Global Platform Workers Solidarity Project (GPWSP), helped connect worker experience, international standard-setting and investor action during the development of C193. This included supporting grassroots organizations’ participation, convening more than 100 workers and civil-society representatives from 38 countries, and mobilizing an investor statement backed by 200 investors representing more than US$2.3 trillion.

This guide translates that experience into company engagement questions, lessons from other ILO Conventions, practical examples, ratification guidance, and country-specific entry points. Investor action should reinforce—not replace—worker voice and collective representation.
